I am informed by Governor of Hongkong that he has sent a copy of his despatch of August 18 on the Subject of the Chinese reforms at Hongkong at the instigation of Canton authorities to the Colonial Office.

I should, I think, be helpless to demand the Criminals Surrender as we have treaty right to do so.

Such a demand would present special difficulties at the present moment, when we are reporting to Surrender the Supas accused.
